New nursing organization was acquired in the hospital concerned in 2007. At this time, 63 nurses were increased compared with the last fiscal year. This research investigated what kind of influence this manpower increase of the personnel of 63 persons and strengthening of newcomer education would have on nursing service. BSC was used as a measurement tool in this case. However, this BSC was adopted in neither the whole hospital nor a nursing section, and was used as a tool which the director of nursing service department owns.
