    Time loss due to traffic congestion is much greater under the over-saturated condition than under the under-saturated condition. So is the effect when signal control is improved. However, the control logic for the over-saturated signalized network has not been established at present time. So the purpose of this paper is to try to construct the real-time control logic for the coordinated signal system under the over-saturated conditions. Especially, paying attention to the coordination between a critical intersection and the adjacent upstream intersection, the control logic of green split and offset is described.
