This paper is an attempt to classify “Art-full Yamaguchi”, an annual event which has been held in autumn since 1996 in the communities on the Ichinosaka River running through the bygone-day heart of Yamaguchi. The event is a remarkable example of community-activated “Machizukuri”. Investigation and examination of its elements was conducted by comparison with those of a similar example in Ikazaki, Ehime, whose movement is considered as successful a community activating movement, as the part and parcel of the so-called “New Social Movement” propagated in 1980’s based, in the main, on the concept of grass-roots movement.
