The curricula of teacher training courses are made of three components: general education, specialized education, and pedagogical education. Emphasis varies depending upon the level and kind of schools. The authors argue that international/cross-cultural understanding need be included in the teacher training curriculum for pre-service education to meet the changes in society. The action plan of the UNESCO's 44th Session in Geneve in 1994 for advancement of international understanding, and the results of the poll administered to the principals of some 1,400 elementary and junior high schools from three prefectures in the western Japan are discussed.
