In general, it is said that the poor financial situation of public hospitals depends on its low management function. However, by my 6 times surveys, revealed the following. In other words, the prefectural hospital, which is a representative of the public hospitals, is that it is advanced in Japanese hospitals from the point of the Balanced Scorecard.
