外国人留学生の受け入れは、新中国の建国後まもなくの1950年にすでに始まっていた。しかし、本格的な受け入れ及び戦略的な推進はそのほぼ三十年後の改革開放まで待たなければならなかった。2008年まで世界189ヵ国と地域から累計146万人留学生を受け入れてきた。2008年だけで22.3万人。その中の8000人以上は学位を取るための留学生である。このような大発展の裏に、どんな戦略があったのか?本稿は中国の留学生受け入れの歩み及び現状を概説し、その戦略に焦点を当てて分析してみたい。
