The question of this paper is to consider 1)What the minimum to be given as a social benefit to poor children is, and 2)How this question is to be solved. The conclusion of this papaer is that against children's poverty and poverty in general 1)How the people around them feel about their poor situation decides the minimum to be given them, and 2)They have this feeling according to their human fellowship. It will be the next question to probe into the content of assistance to the poor which coincides with human fellowship by considering human fellowship itself more in detail. Clarifying this problem will give profitable material to consider the content, grounds, and the ideal way of the poverty programs for today and the future.
