This study was performed for the purpose of finding the way to raise the rate of respondents on the Mass Health Examinations (M. H. E.), which were held by the local community for the residents over 40 years old. Ooshima town was selected for this study because of moderate ratio levals of participation were seen on M. H. E in past several years. More than 5000 residents over 40 years of age responded to our questionnaire. Thereafter cross examination was done on the reasons of non-respondents on the M. H. E.. It was found that the major reasons of nonrespondents were ”sickness” and ”had attended to another M. H. E” and ratio of these reasons depend on the groups of sex, job and age. Therefor if those resident who are sick or have an opportunity to attend the other kind of health examination had been excluded from the list of applicants, the rate of participants would be much higher than the rate that was observed on M. H. E. by now.
