We show that a two layer random nerve net has a function of pattern transformation favorable for formation of feature detecting cells. Then, we give a self-organizing system of feature detecting nerve cells having the two layer nerve nets as pre-processing system. We also give two theorems on formation of feature detectors and consider the behavior of the model through compute-rsimulated experiments. As the result, this model works well in a general environment.
