Research and Development (R&D) has played an indispensable role in the development of micro and small enterprises. The purpose of this paper is to explore the impacts of ownership of micro and small enterprise on R&D. Utilizing the dataset of 2015 China Micro and Small Enterprise Survey, R&D of an enterprise is constructed through the variables of having R&D, having an output of R&D, and having increasing revenue of R&D. The results suggest that the ownership of public-owned enterprise, including state-owned and collective-owned enterprise, is negatively associated with R&D. The results also indicate that the ownership of foreign-owned enterprise has higher innovation efficiency, the coefficients of the variables of having R&D and having an output of R&D are significantly positive. In addition, the ownership of non-public-owned enterprise significantly and positively contributes to R&D. Moreover, this study offers implications to promote the further development of R&D for micro and small enterprise specific to various types of ownership.
